Meet the Doctors

Dr. Saras Rustagi and his wife, Nitu, have created a family-inspired practice built on honesty, integrity, and lifelong relationships with their patients, team, and surrounding community.

Dr. Rustagi is a member of the American Optometric Association and the New Jersey State Optometric Association, and serves as the Director of Eye Care at Upper Montclair Eye Care & Wear.

He completed his undergraduate studies at Rutgers University before earning his Doctorate in Optometry from Inter American University of Puerto Rico School of Optometry, where he received the Dr. Angel F. Romero Award for academic excellence. He then completed a residency at the SUNY College of Optometry.

During his training at the New Jersey and New York Veterans Administration Hospitals, Dr. Rustagi worked closely with the UMDNJ Department of Ophthalmology, gaining extensive experience in diagnosing and treating ocular diseases.

Licensed to practice optometry in New Jersey since 2002, Dr. Rustagi provides comprehensive eye care for both children and adults. He has significant experience in fitting specialty contact lenses, including astigmatism and multifocal lenses.

His services include comprehensive eye exams, as well as the evaluation and management of glaucoma, diabetic retinopathy, and cataracts. He also offers LASIK pre-screening and surgical co-management for LASIK and cataract procedures.
 

Dr. SeongEun Kim is a passionate optometrist dedicated to providing patient-centered care and building trust through empathetic listening and clear communication with a diverse patient population.

She completed her undergraduate studies at Calvin College, earning a Bachelor of Science in Biochemistry, before receiving her Doctorate in Optometry from the State University of New York (SUNY) College of Optometry. Throughout her studies, she maintained a standard of academic excellence, becoming a member of the Beta Sigma Kappa Optometric Honor Society and receiving multiple academic scholarships. Dr. Kim is an active member of the American Academy of Optometry, the American Optometric Association and the New Jersey State Optometric Association.

During her clinical training, Dr. Kim worked closely with geriatric patients at the Boston VA in West Roxbury, gaining extensive experience in examining complicated systemic and ocular conditions. She also completed externships at the New York University Faculty Practice, where she conducted comprehensive exams for pediatric, adult, and geriatric patients while managing post-operative care and prescribing prism glasses. She has significant clinical experience fitting and dispensing specialty contact lenses from her SUNY contact lens externship.

Her clinical services encompass primary care, contact lens fittings, modern myopia management and dry eye management. She is also fluent in Korean.
